A Tool Kit for Community Telecommunications Planning

"Most telecommunications planning in Vermont has focused on larger communities where infrastructure and business development is already moving forward. Although a vigorous policy dialogue is under way, telecommunications applications are slow to hit the ground in Vermont's smaller and more isolated villages. While 'Smart Growth' is a watchword in state development efforts today there is no program presently available to help rural communities plan comprehensively for the build-out of telecommunications infrastructure that can both preserve and enhance the village or town center."

Use this Tool Kit to:

• Boost telecommunications planning and e-business development in your community and region.
• Develop strategies and coordinate efforts to aggregate telecommunications needs, share resources, and bargain for better services and lower rates for customers throughout the region.
• Plan for participation in a growing matrix of aggregated regions in the northeast capable of joint bargaining to improve infrastructure, services, and rates.
