Evaluating Signatron Technology's Program
"High Speed Internet Access Using Wireless OTH Data Communications"


Projected Time Line:

The evaluation of the program "Low Cost Rural Internet Access using a New Digital Radio Technology" will be conducted in four phases, beginning in the fall of 1997 and ending in the spring of the year 2000. Actions, tasks, schedules for completion are given for each phase of the project.

Phase I: Preliminary Activities

Time Frame:

Fall 1997

Description:

During the fall and early winter of 1997 the evaluators will begin to assemble baseline data and establish measures and procedures for evaluation. This will involve coordination with schools to select appropriate curriculum streams to monitor for evaluation and reviewing secondary data sources (see below). It is recognized that it will not be possible to monitor all areas, but the evaluation will attempt choose similar areas in each of the different schools. Areas for consideration will likely include math, science, social sciences, and vocational education.

Phase II: Initial Measurements

Time Frame:

Spring/Summer 1998

Description:

Once measures and procedures for evaluation have been established, initial measurements of indicators will be gathered. Evaluation staff will conduct focus groups, interviews and surveys at each of the participating schools.

Phase III: Midpoint Monitoring

Time Frame:

Fall 1998 - Spring 1999

Description:

With the technology going into place in January of 1998, the first semester where changes in curriculum will take place is the fall of 1998. During the 1998-1999 School year the evaluators will monitor the measures established in phase one of the project. As outlined in the "Statement of Work", these will include changes in style and communication. We will also monitor physical use of the technology.

Phase IV: Outcome and Impact

Time Frame:

Fall 1999 - Spring 2000

Description:

Final measurement of indicators will begin in the fall of 1999, one year after technology has been put into use. This will involve a review of the updated secondary data sources used in "Phase I", as well as final surveys, focus groups and interviews. During this phase evaluators will draw final assessments and conclusions.
