Municipal Strengthening and Citizen Participation Project This project is currently in development. Its purpose is to enhance the capacity of municipalities in the department of Lempira to understand their new role under decentralization related directly to three new laws: Contratación del Estado, Medio Ambiente and Policía. The project also includes training in the practice and importance of community involvement and strategic planning. Vermont will assist in the exchanges by providing strategic planning and community involvement specialists.
