Table VIII supports text in Chapter 13 explaining that in 1963 Vermont's salary scale, although below average, represented one of the greatest relative increases in the nation, and is now competitive with neighboring states. The larger cities and union schools in the state payed appreciably more than the minimum and were able to better hold onto their teachers.
