Municipal Information Technology Committee Meeting

April 30, 2002

Present: Craig Donnan (UVM-CRS), Jill George (VLCT), Dan Van Der Vliet (UVM-CE), Jessica Hill (VLCT), Chip Sawyer (UVM-CRS) and Christine O'Gorman (UVM-CRS)

Announcements. Craig said that he has invited several town managers to join this committee, but no commitments from town managers yet. Calls are required to confirm. Chris announced that she is no longer employed with the Town of Wallingford and will be leaving UVM-CRS at the end of May. Craig will be leaving UVM-CRS in early July. Neither Chris nor Craig will be able to continue as members of this committee. Craig introduced Chip Sawyer, who will be the new liaison from the Center for Rural Studies.

Minutes of 3/12/02. The committee reviewed the minutes. Craig moved to approve them. Dan seconded. Motion carried (unanimous).

Vermont Institute for Government. Craig attended their meeting on March 19th, at which VIG agreed to let this group be a VIG subcommittee. VIG is a non-profit organization that is involved with activities in support of local government in Vermont. They help to facilitate the TOEC and the MOMS conferences. They also produce various publications. Becoming a VIG subcommittee will allow this group to use their network and their resources to handle accounting for any funds that this group raises and disburses. VIG would like us to report semi-annually. Craig suggested that this group meet at least quarterly. The new name for this group is the "Municipal Information Technology Committee of the Vermont Institute of Government."

E-Government Mini-Conference Update. Craig reported that things are rolling along. The conference was announced at the TOECs last month and VLCT mailed brochures to town offices. Jill sent an e-mail reminder to municipal officials, and it's also on VLCT's website. Jessica reported that about 35 people have registered so far. Traditionally, most people register in the week prior to the event. Craig sent a press release to about 200 organizations and asked that the conference be added to their calendars. Jessica said that a registration letter will go out soon and that she's distributed new master schedules. Dan asked if CE could distribute course materials at the conference. No objection.

Committee Leadership. Discussed who would lead this committee after Craig leaves. Craig suggested that Mike Gilbar would be good. Chip offered to serve as interim chair of this committee until the next meeting. Approved by consensus. Jessica said that she could include information about this committee in the information packet that she's sending to conference participants.

Another Conference. Discussed the possibility of another, larger conference sometime next year. Craig moved to create a subcommittee to steer the development of a larger-scale conference promoting e-government for Vermont state and local governments in 2003. Dan seconded. Chip agreed to chair the subcommittee. Motion carried (unanimous).

Training. Jill reported that Mike had told her something about Symquest offering discounted courses to municipal officials if there's a minimum number guaranteed. They might be able to go to towns if they're interested and have enough people. Dan said that UVM-Training and Development will also travel to towns to do training. They're thinking about creating a portable computer lab to take with them. Lynn Cummings does this. Jill also mentioned that there might also be another opportunity for training coordination - something involving VTC, VLCT, and Vermont Local Roads. Chip will talk to Mike about it.

Next Meeting. July 8, 2002 at 1:30 PM at the Continuing Education Office in Montpelier. The tentative agenda includes: (1) recruitment; (2) subcommittees (staffing, workplan, training coordination); and (3) conference feedback.
