Minutes
Present: Craig Donnan (UVM-CRS), Jill George (VLCT), Mike Gilbar (VLCT), Barry Isaacs (Town of Mendon), Dan Van Der Vliet (UVM-CE), Lynne Cummings (UVM), and Christine O'Gorman (UVM-CRS)
Agenda:
Municipal Technology Conference. Craig Donnan distributed the task list for planning the e-gov conference sessions. We're still recruiting people for the lectures and computer tracks. The sites are reserved (Johnson, Springfield, Castleton, and Burlington). Arrangements have been made for the VIT (which will originate from UVM in Burlington), and the budget is okay. We will begin developing a brochure. Mike Gilbar has people lined-up to teach most of the data telecommunications sessions and the budgeting for IT sessions. He will contact Barry Strock, a consultant in New York, who has written books on municipal IT.
Lynne said that she has a source who has developed an online Excel course. She expressed concern that 1-1/2 hours is not enough time to do hands-on training. Barry Isaacs agreed. Barry will send outlines for e-mail and Excel courses to Christine to incorporate into the outlines that she is working on.
Dan V. said that he knows someone at Norwich Univ. who would be interested in computer security. Dan will contact him. Lynne will contact Symquest and Panergy to see if anyone there would be interested in talking about security issues.
Best Practices. Barry Isaacs distributed a mission statement, target market, and objectives of the Best Practices (Standards) committee. He said that the committee can't work without the support of VMCTA, so he'll have to work with someone from VMCTA on this. He would like to collect information on what software is currently in use in town offices. We also talked about providing education regarding the benefits of common software.
Technology Coordination. Craig reported on the training initiative coming from the Department of Housing and Community Affairs (DHCA). It will focus on training for planning and zoning officials. Faith Ingulsrud is heading that initiative. Craig talked about developing a Web site that would contain training information for municipal officials. He will put together a working committee and will have a draft specifications document by the next meeting.
VIG. Craig reported that VIG might be interested in serving as the umbrella organization for this committee. Their next meeting is April 19th at 3:00 PM. Craig drafted a mission statement for this committee, which we reviewed. Barry suggested considering focusing on small municipalities. Also talked about maintaining a list of vendors. We should get comments to Craig by 3/19.
