Community Build-Out Analysis Software version 2.0

The Community Build-Out Analysis program is designed to help communities project the future consequences of their zoning. The program is implemented as an ArcView 3.x extension (specifically versions 3.0a to 3.3) - Arcview 3.x software from ESRI Inc. is required for this program to function. It functions as a simple acreage based build-out - that is, zoning district acreage is tabulated by parcel to determine buildable density. House point locations are used to determine existing development. Potential development is calculated from parcel acreage that meets the minimum lot size for the respective zoning district. The build-out density can be modified by changing the minimum lot size or incorporating natural resource layers such as wetlands or slope. A tabular report is provided by zone listing existing and potential development as well as associated acreage. The newest version of the program also incorporates overlay districts, road frontage and a simple analysis of commercial/industrial areas.

The program was part of the larger Community Planning Tools Demonstration Project funded from the USDA with assistance from Vermont's U.S. Senator Patrick Leahy.
